Methodology

How StreetSignal collects and uses community-reported data.

Data collection

StreetSignal collects community-reported observational signals. Reports reflect observed need or visible situations in public spaces—not verified identity, official counts, or census data. The platform is meant to supplement, not replace, official homelessness counts and outreach systems.

Privacy and anonymization

Reports are anonymous. No names, photos, or personally identifying details are collected. Public maps show approximate locations only (coordinates are fuzzed). Data is intended for pattern analysis and pilot evaluation, not enforcement or surveillance.

Limitations

Community-reported data has inherent limitations: underreporting, uneven participation across neighborhoods, duplicate observations of the same situation, and observational bias. StreetSignal data should not be interpreted as a complete or authoritative count of unsheltered homelessness. It is one input among many for planning and research.

Not for emergencies

StreetSignal is not an emergency response channel. If someone appears to be in immediate danger or needs urgent medical assistance, users should contact emergency services (911) directly.
